in short the contract being of such significance,what might be the terms and conditions.

does it provide monopoly vendor right

what time frame for change, if it were compulsory,although this is a function for administration i fail to see how any gov. of the day would support a single mandate.

i believe its more in the spirit of choice to broaden the range of options and enhance efficiency,for depts and expanding technology
