"SAVAGE RIVER REHABILITATION PROJECT
Following PMI’s closure announcement, the Tasmanian Government commissioned
a site assessment (Woodward Clyde, 1996). This estimated that a 20-year operating cost to
capture and treat acid rock drainage (ARD) on the site could be as high as $120,000,000. This
assessment covered less than 50% of the site’s copper load. The negotiated remediation funds
however, totalled $24,000,000 from ABM’s purchase price and the remediation funds left by PMI.
To maximise resources, the Tasmanian Government and ABM initiated and implemented a cooperative
management and remediation regime, which allows for both parties to benefit. Under the
Goldamere Act and the Goldamere Agreement, ABM, as part of a Management Committee
comprising the Tasmanian Department of Primary Industries, Water & Environment (DPIWE),
Mineral Resources Tasmania and ABM, jointly oversees the Savage River Rehabilitation Project
(SRRP). This Management Committee recommends action to Tasmania’s Board of Pollution
Control and is governed by the legal and administrative structures in the Goldamere package."
"It can be seen from Figure 2 that the neutralisation costs do have a significant effect
on the project’s costs. Note that the top value of $350/tonne is the approximate value if
conventional lime is used for neutralisation. Decreasing the cost of neutralisation is a priority for
successfully completing the project. The alkaline reagents currently being investigated for use in
neutralisation are magnesite, lime and BauxsolTM. If the average cost of using the reagents cannot
be reduced substantially from $350 a tonne the project’s duration, or the amount of acid rock
drainage treated, will have to be reduced."
