Wayne is not a salesman type guy. You can see it in interviews. Calm guy with uranium expertise, but not some MBA (Master Bussines Administration) CEO. He is there to guide company through calm times and make a more efficient ISR process. Calm times gone. Now company stated that chemistry is in place and they going full speed. Building contractor "Samuel" taking care of facility construction with guarantees.
Two used dryiers was send to refurbishment and it will make at least 2 months delay (as company stated in announcement). Winter is also not a best part of the year for mining activities.

PEN didn't have own processing facility, so they signed contract with Uranium One. Whem UEC bought Uranium One, there was nothing to do. Even when Wayne will predict that, he can't do nothing because of not sufficient cash pile. So building own facility and dilution was only answer.
Do anyone have better idea, what Wayne should do?
Negotiate contract with Uranium One before UEC acquisition? We don't know, was it possible. Uranium One is probably not stupid also. They probably knew about acquisition before, so negotiation was not in cards.

Chemistry in place, building process due, so Wayne can step out to focus only on technicals. He stated in one interview, that ISR mining is not a "rocket science". Wayne was part of ISR mining technical crew in UR Energy.

New CEO can focus on interviews and promoting. As almost everyone wanting, blaming present management. Don't you want that?

Other risk is that Wayne and other management steps out because of imminent failure of mining process. Some say company is due to takeover merge & acquisition. It is just a talking. We don't know that. Why shareholders should agree to that, just before possible restart?

Lot of people say that this it a dog stock. Don't Paladin have problems. Don't Lotus Resources need future dillution? Do NexGen produce in near 10-15 years?
It is my opinion. I bought at, 8,3 cent, sold at 10 cents, now I'm back into PEN.

Opinions welcome, but I expect some more than "this is Wayne fault".
