It's complementary because it's one of a suite of tools the world will use to fight the virus. The expense of the treatment means you can't deploy it broadly, so it would be a last line of defence for severe cases, whereas other less expensive (and probably less effective) treatments will be given at earlier stages of the virus to try and improve recovery. All the other treatments should also be considered complementary.
