true, as noted above Howard started the o/s student program, but even before Howard universities were receiving foreign students, just in much smaller numbers and with fees set at the 'normal' value rather than profit-focused or politically ideologically based fees. my point on Abbott was that he took it all to the wildest extreme and made immigration a major problem.
