Yes you place order on both buy and sell stops 3 minutes before the news but I think he probably doesn't have the script to execute the trade so probably takes time to put down the order. I placed the order 1 minute before the news to limit as much downside as possible and then took the profit a minute later.
Also, having experience the loss with NZD last week. I changed 12 pips stop loss distance to 9 pips as I think the spread before the news was quite narrow.
Risking 9 pips for a 58 pips reward = 1R : 6.4R
