they don’t have to start on that date ,they have 12 months to complete, they can also not buy if they want . It’s cleared so they can start . War Covid etc they might just wait a few months to see the fall out ,they clearly don’t feel a need to rush .... why I don’t have true answer it’s just part of the game .
