Having never been to Indonesia I have no idea how they dress but I don't recall seeing a lot of pics of them in shorts.
Dress is a cultural thing so culture and melatonin would dictate D3 levels mainly. One culture I can think of where even the eyes are veiled would have extremely low levels in spite of living in sunny climes. Inuit people get theirs through their diet [strangely].
I would guess that there would be a surprising number of Aussies with very low levels for varying reasons, "slip, slap, slop" among them.
