If BHP & RIO didn't put a few hundred million tonnes of expansion onto the market because of a production cap, but that tonnage still ended up hitting the market because the cluster SDL is involved in was developed instead, how does that benefit Australia?
Ask the Sauds how their oil production cuts in the 1980's ended up working out for them, and why they aren't cutting production to support prices this time around.
Short term pain, long term gain. Market share is the game.
