A disclosure to the market is required when an position has been executed.

This is legally open to interpretation,,, a complete position....vs partial completion.

In other words a significant/substantial holder could put into place lets say a 20 million share sell order, and not need to disclose to the market until the order is completely executed..

This explains the innocent complaints made by investors that simply understand the nuts and bolts of the 1% rule or the 30 day rule or the 14 day rule etc etc

This rule ( annex ) is used to advantage by some.
