Why would it affect the permitting requests? By all reports these are almost complete and will be announced this month. Remember that Fortune's tenements are in a completely different part of B.C, ruled by different tribes and on more sacred land.
As for building the rail - Fortune is 100km North of Groundhog, the rail line will travel South and/or South west. I'm not sure why you think Fortune's sale would affect Atrum's infrastructure at all. Please expand.
