forward looking PE ratio

    Based on the data shown below from the last annual report i calculate the forward looking average PE for SBM up to FY36 to be 1.22.
    Once the simberi mine starts generating 200000 plus oz per year the PE would be 0.96
    This company seams very cheap or have I cacluated something wrong

    Is this discount due to concerns that management cannot achieve these production rates?
    Or is this due to the issues SBM have with the government? I assume that this will be resolved with some off the record payments.
