The ICC has no control over regional instability which has a flow on effect on any commerce or mining taking place with riots and infigting that affect production. Don't underestimate the volitility of an african nation. and what I was eluding to is that Zim has not got it as under control as to be able to give assurances. You only need a small faction of dissatisfied affricans to spoil the whole broth, that is the nature of africa. Everything comes to a stand still when one pocket percieves that they have not been consulted or are not recieving any value out of someone else's efforts , the disgruntled cause chaos and get away with it.
This is my opinion and I will retain that opinion until I can be proven wrong.

Show me one country where historically, the african rule, has brought about better ecconomic progress for their country, than the previous colonisations did, regardless of their intention? Unless there is huge external investment from outside of africa , they fail. And when they do succeed they want to be self determinate, and then fail. the Cyle of African Nations. I am still holding out for 1.8cps as a possible entry point, it may never eventuate but at least I would not feel I missed out as I wouldnt have risked the biscuit on an african "potential" that will require external investment to even start it,
