It’s a bit of a game - when management is thinking of a capital raise it’s in the best interest of the company and shareholders to issue the shares for as high a price as possible so “ buying “ happens and price raises .
If a large shareholder gets wind of this ( leaky ship ) they try and force the price down so they can get shares as cheap as possible .
