Pande-Temane has a 25 year lifespan, from memory, and came on line in 2004 so it's quite possibly depleting. There's also been some issues for the Mozambique government in monetising the deal with Sasol due to them (the govt.) letting go the original PSA and not negotiating increased royalties and corporate tax rates to compensate. This may be a reason why the Zim govt. is being ultra cautious here.
