Another post full of rubbish.
The fuel excise was brought in to supposedly pay for roads.
Primary producers don't use those roads with their production fleet, hence it isn't fair that they should pay.
It has always been this way, farmers, miners and fishermen all get it.
It doesn't and never has applied to normal vehicles that can operate on public roads.
Surely you can do better than that?
