I wonder if the broker is the one shorting the stock. A poor piece of journalism. Under construction - I thought the plant was basically complete. Where did he get the info from regarding delays for several months. Does he know something that the rest of the public is unaware of and as far as balance sheet difficulties what is he specifically referring to?
