I once had a lost phone returned by someone who rang the phone company and said they have found my phone. The phone company then contacted me.
Look at the sim card for which company it is. Ring the phone company and say you found this phone. They should be able to tell you what information they need.
If that doesn't work take it to your local police station as most people will check there
