This foundation technology unless on a massive scale is not as effective for upwards lifting forces. The demonstration is showing a grouting of the "skirt"underneath a foundation on a stable but uneven seafloor. It is still a mass foundation that has no bond ( apart from friction) with the seafloor. Depending on if it is just flooded or concrete filled compartments would give it it's final mass and footprint gives it the ability to have wind generator placed on top. Wind creates a lateral force unlike Ceto that has a vertical component so not sure there will be applicable without a lot of ballast and a further bond into the seafloor.
If putting a foundation in you may as well make use of the physics of the seafloor and use suction caseans if they are suitable or other in bed anchoring that goes deep and uses the mass of the seafloor material above it rather than importing and transporting thousands of tonnes of concrete just to create mass. The forces on Ceto 6 , its tether and foundation will be massive and now even CWE are mentioning ways of limiting that peak load in storms and general operation.
