Different foundations for different substrates and conditions. Piles into seabed even if it is sand have a purpose as opposed to just a mass of concrete on the ocean floor. Search the previous posts on the CWE forum as it has been discussed a bit as there is many oil technology that can be applied but alot comes down to cost, longevity and ability to install at different depths. .
the 120 t is probably a vector lift component only as I calculated on back of envelope a lot larger numbers for a buoy of ceto 6 size. Mass of foundation and it's grip are all up to fancy calculations and hydraulic in tether now stops a lot of the shock load to get a reasonable life I assume. Massive storm unless there is other ways to sink, or change surface area force is well beyond so not sure apart from removal from storm area?
