Obviously a 500 tonne block of concrete for each buoy would not help them to achieve their aim of not using heavy lift vessels for deployment.

I wonder if a smaller block with the addition of some plate anchors would give them the same holding power?

Or, could they borrow from the oil and gas industry and use "mobile foundations" that absorb some of the applied load in a controlled way?

"The concept of a mobile foundation is similar to a snow sleigh or ski. It’s a foundation that is engineered to slide or glide across the seabed to absorb some of the applied loads, rather than simply being engineered big enough to resist the loads and remain stationary."
