I suspect it's linked to "coercive control" legislation that has been introduced in the UK and been suggested in NSW. The principal is that behaviour that is aggressively manipulative or controlling in relationships but falls short of direct physical violence would be criminalised. Some of the behaviour alleged on the program was violent, but from what I saw much of it was psychologically coercive rather than directly physical.
