IMO, They are both guilty

The moral argument re penalty based on equality/consentual sex ought to have been equal:
IE: both demoted
What happened:
Her: Transferred and demoted
Him: Nil

Of course there was not equality in the relationship because the Minister had the power to hire/fire/transfer & she was an employee
So from that moral point of view, the minister's penalty ought to have been higher than her's, not less.

For that reason, she will likely sue for loss, IMO.
