Not sure I agree that "a deal is done."

If it was, a CR would not be needed. IMO Tony has bought himself time to negotiate with this latest CR. It suggests there are still a few point to negotiate and possibly more than one interested party. I would assume that the JTC have the best knowledge of the project and its financial potential giving them a slight advantage however, as Tony has always mentioned that there are several other parties still interested and with more definitive information (Davis tube results, etc) and the PFS all but completed, now is the time for Tony to invite interested Parties, sit, listen and carve out the best deal he can for PLV.

With no money (ie., time) behind him this exercise could have been very one sided.
