I have a faint recollection that steps 1 and 2 were tried prior to WW2 with Hitler. I also rememeber it didn't stop him, but it did give Germany more time to prepare for war.
It also dd not work with Stalin? We were so nice to him that we let him enter Berlin first which, of course, led to the Berlin Airlift.
