The Vic Energy minister Lilly d'Ambrosio just said on radio, moratorium will be staying in place, as gas shortage all Malcolm Turnbull's fault in allowing too much gas export.

Funny that Shorten now says there is gas under onshore, but Daniel Andrews and his Chief Scientist says there is none, (proven).
