I think that's a great part of it. No Big Pharma JV negotiated with NEU's back against the fiscal wall. Big Pharma is not a monolithic singularity, but a somewhat oligopolistic group with a singular motivation: grow the sp. NEU is possibly buying time here so as to "entertain" competing offers, this being a good strategic move for management going forward with any deals.
They've done their sums/forward budgets, assessed their trial risks, and lined their ducks up well into next year. In essence, with success: "Hey! Big Pharma, bring it!" Without success, a lower sp more dilution from a CR to better fund (speed up?) all the other trials.
