    Are we missing something?

Yes Australia is missing lots of the requirements for a nuclear industry.
Back in the old'n days when Australian industry was established as mini-me versions of UK companies followed by USA companies it was envisaged that Australia would build nuclear reactors.
Then coal and gas was discovered in Queensland. So much was discovered that we had enough to generate electricity with and export to other countries.

So overseas they already have nuclear power plants. When a country like France decides to add more reactors to the fleet they tend to be co-located with existing reactors.
Other non-Western countries might rely on China's belt and road program to establish nuclear power generation along with new industrial complexes to boost manufacturing.

I doubt that Australia would use the Chinese companies to build nuclear reactors for security reasons.

We might have to wait decades before establishing a nuclear industry here while we extend the life of coal and gas fired generators.
