I agree, and also with Mongrel's suggestion that if the restaurant manager had not decided to act by himself, then eventually the police plan may well have ensured only the death or capture of Monis.
Yes, he was brave etc etc., but sometimes courage is of less ultimate value than leaving the expertise to those who are trained for it.
