I'd say PYC (or PH7) is trying to make it as easy as possible for european fund managers to access stock.
I found a site that quoted PH7 at 0.041 euros.
Dr PW has been at the "Rodman and Renshaw 6th Annual Healthcare Conference" in London from the 16th to 18th May.
