Hi Yogi,
I think that a lot more people will be affected than the 6%. What isn't often talked about is the effect this will have on the behavior of those coming behind.
Every person 45 and up will be [or should be] looking at this, and even if not directly affected now,it wont matter, they will be modifying their goals and behavior to take this into account.
The only ones that wont be, are those without much money, or those that don't care about money[see previous post!].

In fact, if the policy comes in, the effect on the majority of the "6%" will mostly be a forced change in their behavior , rather than losing a lot of money [successfully peeing off a large number of people for little result].
