No - it is Bill Shorten who does not have an understanding of how the franking system works. He repeatedly says that there are some people who receive a refund of franking credits when they have not paid any tax which is not correct. Last night Mr Scott Morrison did an excellent job of explaining how the franking credit system works. If Labor wins the election on Saturday week let’s hope the franking credit legislation is blocked in the senate.
