If you disagree with franking credit refunds, you must also disagree with top up tax paid by those shareholders with marginal tax rates higher than the franking rate? I can't see how you could logically support one but not the other.
I wonder, if you ban franking credit refunds AND the requirement to pay top up tax, what's the net result?
