Franking of future Telstra dividends

In the Q&A session following the Telstra half year results briefing this week on 20 Feb, Telstra was asked a couple of times about the possibility of future dividends not being fully franked. One question specifically referred to their franking account balance as now being in deficit.

Telstra didn't give straight answers to those questions but did say that they they intended to "maximise the payment of fully franked dividends" and referred to their franking balance as being "tight".

Is there a real risk of future Telstra dividends not being fully franked? What is happening that may be putting their dividend franking at risk? Did I miss or not understand something from the results webcast that would clarify this?

Anybody got any information on this, please? Or is it a meaningless red herring?

    Thanks.
