I was always of the assumption if Petromin exercise there 30%, MMC will be sitting pretty because thats the project financing finalised right there (with the added benefit of back payment of the sunk cost too).
70% via Chinese Banks, 30% via Petromin = 100%
The only posible CR MMC need to do is for working capital, and that should be minimal.
Am i missing something?
