It's my view that this is code for "the board won't talk to us so lets go see if the shareholders are frustrated enough to give it to us" this is probably supported through the use of terms like unsolicited etc. and all comms from the company since are take no action so I'd guess that's what has happened.

The free shares were agreed to at the last AGM so well before an announcement and the attaching options issued at 7c so I'd find it hard to believe that anything like this would have been contemplated at that time.
