I think the idea of giving them land titles that they can sell will cause more trouble as who would you give it to.
I would imagine all would put their hand up to receive it, whether full or part aborigine.

I would believe all the do gooders and lawyers would love it as another money spinner.

I believe there are two opinions.

1 Those who can show they want to live in our world,teach them a skill that they can get a career, buy a house if they want, like us.
Give them a helping hand in exchange for their commitment to get what they want.

2 If they are happy where they are,leave them there, it's their choice. They can go fishing 24/7, not like us.

Boredom is what drives them to alcohol I think.

Maybe have community projects to keep them busy, while improving education.Instead of giving money for nothing.

e.g. Build a wooden boat to go fishing, instead of a tinny.

Build their own buildings and homes.

Give them something to be proud of to do.

Have working Bees to tidy up their community.

Just a thought,
