Either way works. Depends how much capacity they built. Building a big refinery without guaranteed supply is pretty risky. I would think that once LYC get the LAMP going that they will increase everything in Stage 2 with a view to coping with Duncan, once they get there then some of these other places may be coming on.
Much easier to expand a refinery when you know what does and doesn't work.
