'Delusion' has connotations of being 'delusional,' being disconnected from the events of the world. The perception of consciousness or 'will' being in charge is an illusion formed by the absence of a feedback loop between the means and mechanisms of consciousness and consciousness itself, therefore it's an illusion of conscious control rather than a delusion.
