Decision making is not a matter of free will. A computer is able to process information and select options based on sets of criteria, which is precisely what a brain does as a functional parallel information processor.

Information processing and the decision making process is not undertaken or regulated by will, that is the role of neural architecture. It is neural architecture that enables perception, thought and response, the means by which animals with central nervous systems are able to navigate their environment and respond to its events.
