That's very true, but if one can in any way transcend the pure programming of their upbringing, then they are rewarded with this tiny modicum of what is called, free will. Free Will, does have a religious, come moral connotation, which is why it is a tad more than a choice. If we reach a stage by which we are somewhat the masters of our conscience, then in exercising said conscience choice against self-desire, greed, working only within the framework of good and evil, moral and immoral, it's called, Free Will, which is kind a choice that slightly contradicts to desires of the self.
