Wouldn't take nearly that long given that a decent chunk of the top holders are Matt Barrie cronies who would go along with him. I'd guess at least 3% easy and maybe up to 5-6% (hard to tell who most of the holders are). I wouldn't even be completely surprised if they were at, or very close to the threshold already.
Not saying I think it will happen, just that they're a lot closer than "needing 10%".
