My understanding was that these are meant to be additional ways to monetise the product.
I agree I'm sure there trailing it, probably stopping the original method from working for now so that everyone is forced into the "use based reward" side, inside which they'll be trying to see if the time based one or data usage one is the one the user prefers, thus giving more feedback to potential sponsors. It's more of a loyalty based reward system effectively.
At the moment I'm trying to highlight "Freeway by Syntonic" again in Malaysia & Indonesia so as to get users, trying it & thus providing feedback to Syntonic. The quicker they get the data they need the quicker things can progress further.
