Potentially over 100 million people in US. The thing is that they're expecting this to make a ton of money, the price is still 3c because it's a new/different sort of money making system and the revenue hasn't been proven yet. At least that's my take on it. I'm sure others could explain why other carriers might not climb on board (rivals, they're trying to develop their own systems etc?)
