Depreciation or tyres, maint labour and parts, rego, insurance, dead time, labour cost (driver) super, leave etc.....then add 100% for profit....they are running a business after all.
Then also cosider it is the consortium that has proposed the bulk handling depot, so they will expect a return of capital over say 2 years.
Ou sourcing is low capex....but cheap it aint ;)
