OBrien stated specifically that it would be up to the nuclear energy authority that is yet to be established on the makeup of the nuclear plants. It is very clear in the video at around the 6 minute mark. So if they don't know which brand, which type, how many or how much they have to pay for the sites, how could they possibly know the cost ?
