The language might be confusing to some but its clear to anyone who understands the process they were going through that they were in negotiations with a number of parties interested in BTA's. The goal of the negotiations was to get final agreement on the terms of those BTA's.
This was plainly evidenced by the Vietnam hoa which they were also moving to finalise.
If that's what people are hanging their hat on to launch any sort of legal action, good luck.
