The one thing in the AGM presentation you didn't mention is the ... NOT IF, BUT WHEN statement.
Now I know GV's anticipated timelines re signing BTA's and completing FID's have proven to be overly optimistic in the past (as you have rightly pointed out on numerous occasions) however that's a pretty bold and confident thing to say and I certainly can't recall them stating something as definitive as that in their previous investor presentations.
When I couple that with the very positive tone adopted by the speakers at the AGM (hope you listened to the audio of the AGM) and the fact I don't believe for one minute we have any shysters on our BOD ... I reach the conclusion that our BOD knows something ... something which is unable to be divulged for now.
