I think the fear mongering has driven the market down low enough for institutions to accumulate a good amount of stock to now to be able to unleash some good news on oil to flush money into the market at which a % will be reached where we can once again be fed bad news to initiate a state of panic selling right after said institutions have sold into much higher prices.
