Of course you are right.
It is the "little man" or "mums and pops" participation that usually signifies the last stage up.
However it isn't always the case.
When you consider this period in the US, it is similar to the 17 year sideways action in the US between 1966-1983, and then it was the 1969/70 decline that was the public and the 1973/74 decline was the professionals.
So it is possible that the professionals get caught out by a decline rather than the public getting involved.
I tend to think you are more likely to be correct and should start hiring a weekly taxi ride or getting a shoe-shine just to keep tabs.
